How do I reduce alert fatigue?

Only page for things a person has to act on. Require several failed checks in a row before alerting, check from more than one region so a single network blip doesn't open an incident, and route low-severity issues somewhere that doesn't wake anyone. Each false page makes the team a little slower to respond to the next one.
