Divide uptime by total time and multiply by 100. A 30-day month has 43,200 minutes, so 43 minutes of downtime gives about 99.9%. The harder part is deciding what counts as down: which components, and whether planned maintenance is excluded. Pick a method, publish it, and use it every month.
